According to reports, the Delhi Government's Anti -Corruption Branch (ACB) has said in this case that a huge scam of Rs 2,000 crore came to light in the construction of 12,748 classes/buildings during the reign of the Aam Aadmi Party (AAP) government in Delhi. There was no financial benefit from the construction of semi-stagnant structure (SPS) classes (30 years of age) and adopting SPS at a cost equal to RCC classes (age 75). The project was reportedly given to some contractors associated with AAP. Important deviation and cost increase was observed and not a single work was completed within the stipulated time period.

According to ACB, consultant and Architects were appointed without following the appropriate procedure. Through which the cost was increased. The CVC's Chief Technical Examiner Report pointed to several discrepancies in the project. The report was pressed for almost three years. A case was registered after getting permission under Section 17-A POC Act from the competent authority. There was a complaint about corruption in the construction of school classes by BJP leaders Harish Khurana, Kapil Mishra, Neelkanth Bakshi etc.

The ACB says that according to the tender, the lump sum cost of construction of a school room is around Rs 24.86 lakh per room, while such rooms in Delhi can usually be built in about Rs 5 lakh per room. It is alleged that the project was given to 34 contractors, most of whom are allegedly associated with the Aam Aadmi Party. A case has been registered against the then Education Minister Manish Sisodia and PDBD Minister Satyendra Jain in this case.
